Excellent post. I see the point of 11b - not managing to quotas/numerical goals -- but it also seems like that could run counter to the helpful idea of being accountable for measurable things, such as the number of days between a client's call and and when the client is assessed. Any further thoughts on this?
ReplyDeleteGood point. The measure you cite is one that agencies should focus on, because it is customer-oriented (not employee oriented). Here is the distinction I would make- it is important for organizations to be accountable to customers, and measurement is important to do so. However, too often organizations design performance systems that have a stated or unstated goal to make individual employees accountable to management. That is where customer accountability can be lost.
